Well in general it depends from what cities or parts you want to visit. Italy is a long country extended from north to south so while in the northern part the weather may be still cold, in the south it could be warm.

Apart from skiing necessities or if you particularly  like winter it's better to visit all the north cities and amenities (Venice, Milan, North lakes, Turin, Florence, Tuscany in general etc) from spring to autumn. An exception could be Milan which is always busy of events and fairs particularly during winter time.

For all the central south cities as Rome, Naples, Sicily etc it could be a good idea to avoid the central summer time which could be quite hot.

Still the majority of Italians go in holiday during august. So in this month some big cities could result quite empty
